Justin Wallace

Executive Director & Founder


At the heart of North Star Oregon's compassionate and innovative approach lies its co-founder, Justin Wallace. With an enduring commitment to the intellectual and developmental disabilities (I/DD) field, Justin's extensive experience spans an impressive 12 years. His multifaceted career has seen him excel in various roles, including 24-hour residential support, job development, case management, eligibility assessments, and program management.


Justin's academic journey culminated in earning his Master of Social Work degree from Portland State University, where his thesis cast light on the intersectional disparities faced by individuals with I/DD and mental health conditions. His expertise is not just rooted in academic achievements, but also in a deeply personal commitment to creating tangible, positive change in the lives of those he serves.


In 2021, united with his spouse Amy in purpose and passion, Justin established North Star Oregon. This endeavor is more than a business; it is a reflection of their shared vision to enrich their local community by delivering exemplary and essential services to individuals with I/DD. At NSO, Justin's leadership and dedication to advocacy ensure that every service is a step towards a more inclusive, understanding, and supportive society.

Ashley Lewetag

HR & Care Coordinator


Meet Ashley Lewetag, our HR and Care Coordinator here at North Star Oregon. Ashley is a graduate of Western Oregon University with an extensive background in HR and employee management. Ashley brings her compassion for others along with her interpersonal communication skills creating great connections with those she works with. Outside of work, she enjoys sporting events and the outdoors as well as spending time with her family. 


Mark Du Bois

DSA Coordinator


Mark Du Bois joined North Star as DSA Coordinator in October 2024, bringing years of valuable experience in I/DD services. His background spans roles as a DSP, job coach, and program coordinator at a residential facility. Beyond his professional expertise, Mark has a natural talent for connecting with clients, seeing past disabilities to the unique individuals within.


Before trading San Diego's sunny shores for Oregon's lush landscapes in 2019, Mark ran a successful café and catering company. When he's not developing community partnerships or planning DSA activities, you'll find him exploring Oregon's trails and waterways, indulging his passion for languages, or discovering new music.



Lisa Rayko Farrar

Managing Director


Meet Lisa Rayko Farrar, our Managing Director at North Star Oregon. With a robust background in international public health consulting, Lisa brings extensive expertise in training, instructional design, and capacity development to her role. She finds immense fulfillment in working with people from diverse backgrounds and fostering learning moments, delighting in the "aha" moments when individuals grasp new concepts. Outside of work, she can be found running her children around to multiple sports practices, reading/listening to a book, enjoying international food, and spending time with her loved ones and dog.
